External evaluation of medical education points to promising start

Conclusions of the external evaluation of the University’s Bachelor in Medicine were presented to the Parliamentary Commission for Higher Education, Research, Media and Communications on Tuesday 9 December.  

The evaluation was led by an international panel of experts, convened by the Accreditation Organisation of The Netherlands, Flanders and Luxembourg (NVAO). Under the chairmanship of Prof. Eggermont (Faculty of Medicine, KU Leuven), the panel concluded that the current medical education programme, established in 2020, fulfilled a valued role for Luxembourg’s healthcare system and overall ensured successful integration of bachelor graduates in subsequent phases of their medical training.  

“The university has succeeded in establishing a complete and attractive Bachelor’s programme in Medicine in Luxembourg, a milestone that did not exist before 2020. The steady improvement in student retention and academic performance indicates that the programme is effectively addressing a national need and fulfilling its initial mission: to strengthen national healthcare needs and develop Luxembourg’s own medical education system.” Assessment report, 19 July 2025 

A network of committed stakeholders and exceptional infrastructure

The evaluators noted two important success factors. First, a network of dedicated staff, students and stakeholders, committed to the development and continuous improvement of the Bachelor in Medicine. And a remarkable campus infrastructure with a state-of-the-art simulation platform, which benefits students, teachers and researchers. The report also underlined the support provided by a wide range of external stakeholders, including the hospitals, the medical professions and the Ministry of Research and Higher Education. 

The dialogue that the evaluators held with Uni.lu teams and students explored areas that offer room for improvement to further enhance the quality of medical education at Uni.lu.  

  • Addressing the need for an appropriate legal framework ensuring university-grounded education in the clinical setting, including the necessary funding andtime allocation for teaching duties 
  • Consistency of pedagogical approaches and documentation 
  • Increasing the number of internal medical staff 
  • Strengthening coordination of the programme
  • Investing in capacity and infrastructure expansion 
  • Implementing a shared vision for medical education among all stakeholders, in particular the University, the government and involved clinical institutions 
  • Strengthening exchange with partner universities abroad 

The external review process

The assessment was carried out by an international expert panel convened by the Accreditation Organisation of The Netherlands, Flanders and Luxembourg (NVAO). Prior to the first meeting of the panel, members had received from the University a self-assessment report, permitting to prepare a catalogue of questions and impressions to be tabled. 

During a preparatory meeting in May 2025, the panel discussed all information received in the self-assessment report and prepared the dialogue with the programme. An on-site visit at the University took place in June 2025. During the dialogue the panel investigated the context of the programme by interviewing multiple internal and external stakeholders. 

At the end of the site visit, the panel discussed all information, the main conclusions and recommendations which are elaborated in this report, during a closed meeting. The final evaluation report was provided to the University and the MESR in July 2025. It was presented to the Board of Governors on October 17 and to Minister Obertin on November 13 . NVAO presented the report to the Parliamentary Commission on 9 December 2025.
