Carsten Ullrich joined the University of Luxembourg Institute of Digital Ethics (ULIDE) as Research Scientist in August 2025. Carsten is a legal researcher specializing in the regulation of digital technologies. His work focuses on regulatory governance, risk management, and the use of safety-by-design approaches and standards in digital applications, such as content moderation by online platforms or the use of artificial intelligence. Other research interests cover data protection, consumer law, product regulation, intellectual property, technical standards and regulatory enforcement.
Carsten holds a PhD in law from the University of Luxembourg and an LLM in Innovation, Technology and the Law from the University of Edinburgh. His interdisciplinary focus is underlined by a Master degree in the political economy of Eastern Europe from University College London (SSEES) and a Bachelor in Humanities from the University of West London.
Prior to his academic role, Carsten gained, amongst others, extensive experience in senior management roles in regulatory compliance with leading online platforms. He oversaw programs on notice and takedown for illegal content, fraud operations, product safety and supply chain compliance, law enforcement liaison and implementation of the Digital Services Act.
