In her 2025 State of the Union address delivered on September 10, European Commission President Ursula von der Leyen laid out an ambitious agenda set to guide the European Union over the coming year. Among her flagship proposals are the Single Market Roadmap to 2028, an Industrial Accelerator Act, strengthened EU cloud & AI regulation, and fresh efforts on defence and security — including the Eastern Flank Watch initiative and updates to border control and Europol legislation. Priorities also include improving social fairness through affordable housing, gender equality, and anti-poverty strategies; boosting quality of life via climate adaptation and stronger environmental protections; and reinforcing democracy, values, media resilience and digital fairness. On the international front, von der Leyen emphasized a “Global Europe” approach featuring a Pact for the Mediterranean and deeper cooperation with India
