When the University of Luxembourg was founded in 2003, decision-makers had to navigate both national and global contexts. Domestically, they needed to take into account existing structures and pre-existing ideas about higher education. At the same time, higher education worldwide was undergoing significant transformation. The narrative of an emerging knowledge society, proclaimed by the OECD and other international bodies, was particularly influential. In this presentation, doctoral researcher Almuth Axtner will explore how these factors shaped the university in its formative years by taking a look at documents from the newly established university archive.
