The programme equips students with essential theoretical, practical and analytical skills to excel in the fast-paced legal world of a continuously developing field. It provides ample opportunities for development in the public and private sector, as well as in academia.
In two semesters there are 3 modules each, including the possible integration of an internship and a Master thesis module.

Description
This course clarifies what “European Media Law“ is and how it has come into existence. In doing so, an overview is given of potential legal bases for action in this field by the EU as well as referring to the relevance of the Council of Europe. As a result it becomes evident how significant the role is that the EU plays today in the shaping of the media and communications sector: starting with an analysis of the relevant fundamental rights, displaying the applicable fundamental freedoms (free movement of goods, services and others) and their interplay with fundamental rights, the course then gives an overview of secondary legislation passed on this basis. It focuses on the cornerstone of EU Media Law in the shape of the Audiovisual Media Services Directive, but it also gives insights to the electronic communications networks and services package as well as the fundamental rules for e-commerce and online platforms. With that, students get an overview of the rules governing both traditional media such as television, but also modern services on the internet or mobile devices. The “puzzle pieces” that constitute or contribute towards the “Digital Single Market” as a priority policy area of the EU will be presented in a way that the overarching picture becomes visible.The course topics will be put into context with basic EU law principles in order to give the students a possibility for comparison with other fields. Besides discussing relevant CJEU decisions and where applicable also ECtHR cases, the course regularly also offers comparative insights and links to further courses such as the Luxembourg Tech Law course where national implementations also of EU law in this field are displayed.

Description
Luxembourg has always been known to be a media hub from which several companies offer cross-border services, initially in television but now also satellites and, more recently, internet- and more generally tech-based services (the ICT sector today including data services, FinTech and others). The application of EU law in a national context can be well-demonstrated using Luxembourg as an example.  The courses however, on a number of occasions over the last years, did put the emphasis on newly proposed or enacted pieces of EU legislation, such as for instance the AI-Act.The course typically covers several areas, which change annually depending on which area of the sector is moving in a new direction: after a general presentation of the ICT-landscape with a focus on legal and regulatory aspects and the historical development of “placing Luxembourg on the ICT map”, a selection of focus areas are covered. Regularly, new developments in Luxembourg’s telecommunications legal framework are discussed. More recently, examples for focus areas have been the legal implications of introducing autonomous cars, the adaptation of laws concerning the financial sector in light of FinTech solutions, the possibilities and challenges of using Blockchain technology in this and other sectors and regulation of AI. Other examples, include electronic money and payments, virtual currencies, terms and conditions of e-commerce providers, digital evidence, cloud computing etc.The course is taught by a practitioner with relevant experience in consultancy, political decision-making and academic analysis of tech law contexts and the idea is to demonstrate to students how the law is applied and how legal frameworks can be used to implement policy goals and contribute to the positioning in the global competition. Parts of the course are presented together with external experts from the various fields.
