Dr. Léo GARGNE

Léo is a Postdoctoral Researcher in EU Law at the Faculty of Law, Economics and Finance (FDEF) of the University of Luxembourg.

A significant part of his research has focused on the EU’s international trade policy and its sustainability agenda. In that context, he has extensively explored issues relating to EU external relations law.

His research outputs have also stretched across other areas of international and EU economic law, such as general exceptions in the WTO framework and foreign investment control.

As part of the GREITMA project, Léo will further pursue and expand his research endeavours in relation to the EU’s green and digital transitions.

Léo has taught courses on various aspects of international economic law – both in relation to WTO law and international investment law – and has supervised several theses at the master’s level.

Prior to joining the University of Luxembourg, Léo was a PhD candidate at Tilburg University where he completed his doctoral thesis on the integration of sustainability considerations in EU Free Trade Agreements (FTAs). His PhD trajectory included a term as a visiting researcher at the Lauterpacht Centre for International Law of Cambridge University. He also previously interned at several international law firms in Paris and at the International Chamber of Commerce (ICC).

Léo studied law at Université Toulouse 1 Capitole and Paris 1 Panthéon-Sorbonne. He also holds LLMs from the City University of Hong Kong and Boston College. He is admitted to practice as an attorney in the State of New York.
