Avant qu\u2019elle ne devienne un v\u00e9ritable projet politique, l\u2019id\u00e9e europ\u00e9enne est rest\u00e9e limit\u00e9e au cercle des visionnaires, qui ambitionnaient de pr\u00e9server la paix par la construction d\u2019une Europe unie. Ces projets intellectuels sont rest\u00e9s souvent utopiques, tant que les puissances politiques ne les prenaient pas en charge. Entre les guerres successives du XX\u00e8me si\u00e8cle, il a fallu attendre les r\u00e9flexions issues des mouvements de r\u00e9sistance au totalitarisme pendant la Seconde Guerre mondiale, pour voir \u00e9merger un nouvel espoir: d\u00e9passer les antagonismes nationaux et cr\u00e9er les conditions d\u2019une paix durable par le biais d\u2019une organisation structur\u00e9e de l\u2019Europe, fond\u00e9e sur des int\u00e9r\u00eats communs, sur l\u2019\u00e9galit\u00e9 des \u00c9tats et le respect du droit. Ce processus a men\u00e9 \u00e0 l\u2019Union europ\u00e9enne que nous connaissons aujourd\u2019hui, dont la construction ne s\u2019est pas faite sans heurts et dont l\u2019avenir est empreint de difficult\u00e9s.
