excellent educational research facilities in leading countries\u201d<\/strong><\/em><br>(external research evaluation verdict, 2017)<\/h4>\n\n\n\n<p>International large-scale assessments (e.g., the <a href=\"http:\/\/www.pisaluxembourg.lu\/\" target=\"_blank\" rel=\"noreferrer noopener\">OECD\u2019s PISA studies<\/a>) have repeatedly shown that many educational systems in modern societies\u2014Luxembourg being no exception\u2014struggle with the adequate handling of increasingly diverse student populations. Understanding and learning how to effectively deal with highly heterogeneous groups of learners (i.e., solving the equation of <strong>providing equal opportunities for success to everybody, independent of her\/his socioeconomic, sociocultural and linguistic background<\/strong>) can be considered Luxembourg\u2019s biggest educational\u2014and quite possibly also societal\u2014<strong>challenge<\/strong> of today. The <strong>increasing diversity<\/strong>, a logical consequence of the demographic change that comes along with a globalized world, is not only a domestic issue. However, due to several national specificities (e.g., relatively small sized, open borders, situated in the heart of Europe, traditionally multilingual, with an economy model built on and relying on immigration) demographic <strong>change may just occur slightly faster in the Grand Duchy than it does abroad<\/strong>. Accordingly, Luxembourg provides a unique educational and societal learning environment, a <strong>living laboratory<\/strong> so to speak, that is <strong>prototypical and anticipatory<\/strong> for the demographic changes and the related challenges that geographically and metaphorically neighbouring countries may very likely face over the next decades. In other words, <strong>solving Luxembourg\u2019s educational and societal challenges of today equals solving international educational and societal challenges of tomorrow<\/strong>.<\/p>\n\n\n\n<p>Emerging from the Luxembourg <strong>school monitoring project <em>\u00c9preuves Standardis\u00e9es<\/em> (<a href=\"http:\/\/www.epstan.lu\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00c9pStan<\/a>)<\/strong>, a Luxembourg-<a href=\"http:\/\/www.men.lu\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry-of-Education<\/a>-funded University-of-Luxembourg-based long-term research enterprise (2007-2014) established to scientifically tackle the aforementioned educational challenges, the 2014-2017 Four-Year Contract (<a href=\"https:\/\/www.uni.lu\/content\/download\/71751\/906096\/file\/Contrat%20pluriannuel%202014%20-%202017.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Contrat d\u2019\u00c9tablissement Pluriannuel entre l\u2019\u00c9tat et l\u2019Universit\u00e9 du Luxembourg<\/a>) explicitly foresaw a <strong>structural integration of the school monitoring programme in the University<\/strong> in the form of a <a href=\"https:\/\/www.uni.lu\/fhse-en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Faculty<\/a>-based research and transfer centre. This sui generis centre, the <strong>LUCET<\/strong>, was jointly launched by the University and the Ministry in July 2014.<\/p>\n\n\n\n<p>The LUCET model proved rapidly successful, and its <strong>success story<\/strong> was already explicitly acknowledged in the 2016 <strong>external research evaluation of the University of Luxembourg<\/strong>. In their 2017 <a href=\"https:\/\/www.uni.lu\/wp-content\/uploads\/sites\/2\/2024\/09\/University-of-Luxembourg_Research-Evaluation-Report_ECCS_LUCET_02_2017.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">evaluation report,<\/a> the international experts stated that they assessed the LUCET\u2019s performance as \u201c<strong>outstanding and comparable to excellent educational research facilities in leading countries<\/strong>.\u201d It was further noted that \u201cthe transfer from science to practice is in general better implemented [\u2026] than in other international institutions known to the experts\u201d. Finally, the experts also explicitly highlighted \u201cthe <strong>impressive amount of available cross-sectional and longitudinal data<\/strong> in the LUCET\u201d.<\/p>\n\n\n\n<p>As a result of the encouraging external evaluation verdict, but also in order to emphasize educational research\u2019s national relevance at the University, enhance visibility, <strong>maximize synergies<\/strong>, counteract fragmentation of the field, reduce bureaucracy, and facilitate communication with internal and external partners and stakeholders alike, the University\u2019s Board of Governors decided in July 2018 to <strong>extend LUCET\u2019s mission portfolio<\/strong>, and make it the institutional home of the triennial<strong>&nbsp;report on national education<\/strong>, the so-called <a href=\"http:\/\/www.bildungsbericht.lu\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><em>Bildungsbericht<\/em><\/strong><\/a>. Additional new LUCET missions include the setup of a <strong>single point-of-contact<\/strong> between the Luxembourg <strong>education system and University-of-Luxembourg-based educational research<\/strong>, and the facilitation of <strong>school and classroom development<\/strong> in national education.<\/p>\n\n\n\n<h4 class=\"has-text-align-left wp-block-unilux-blocks-heading\"        id=\"academic-freedom-shared-governance-and-institutionalized-quality-assurance\"\n    >\n<em><strong>academic freedom, shared governance and institutionalized quality assurance<\/strong><\/em><\/h4>\n\n\n\n<p>As a sub-structure of the Faculty, LUCET is an <strong>integral part of the University<\/strong> of Luxembourg. Consequently, LUCET enjoys the <strong>academic freedom guaranteed<\/strong> by Art. 49 of the 2018 revised <a href=\"https:\/\/www.uni.lu\/wp-content\/uploads\/sites\/9\/2023\/11\/Loi-du-27-juin-2018-modifiee-ayant-pour-objet-lorganisation-de-lUniversite-du-Luxembourg.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">University law<\/a>.<\/p>\n\n\n\n<p>LUCET governance is assured through a <strong>Steering Committee<\/strong> comprised of University and Ministerial stakeholders. The Steering Committee primarily reviews and approves the centre\u2019s working plan, and the Head of LUCET reports directly to the Committee. <strong>University and Ministries have equal representation<\/strong>, and hold equal voting rights in the Committee.
