Jahrhundert?"},"content":{"rendered":"<section class=\"wp-block-unilux-blocks-free-section section\"><div class=\"container xl:max-w-screen-xl\"><p>Die weltweit starke Zunahme internationaler Menschenrechtstribunale und die (Wieder-)Entdeckung des Individuums als V\u00f6lkerrechtssubjekt hat eine rege Diskussion \u00fcber eine \u201eKonstitutionalisierung\u201c des V\u00f6lkerrechts befl\u00fcgelt. In Fortsetzung eines Projekts, das von den M\u00e4chten der Anti-Hitler-Koalition im Zuge des N\u00fcrnberger Hauptkriegsverbrechertribunals angesto\u00dfen, aber seinerzeit nicht zu Ende gef\u00fchrt worden war, soll nun \u2013 in den Worten von J\u00fcrgen Habermas \u2013 \u201eder Weg vom Staaten- zum Weltb\u00fcrgerrecht\u201c beschritten werden. Dagegen warnen Kritiker vor einem weiteren Ausbau des humanit\u00e4ren V\u00f6lkerrechts, weil dadurch unrealistische Erwartungen geweckt w\u00fcrden, die in einer weiterhin durch Staaten dominierten internationalen Politik nicht einl\u00f6sbar seien. In dem Vortrag soll zun\u00e4chst erkl\u00e4rt werden, warum sich an der Wende vom 19. zum 20. Jahrhundert ein neues Verst\u00e4ndnis vom V\u00f6lkerrecht herauszubilden begann, das zum Ankn\u00fcpfungspunkt f\u00fcr politische, soziale und kulturelle Forderungen wurde.
