While those institutions succeeded in halting violence, they have hardened into a system of permanent vetoes, fragmentation, and political exhaustion. For decades, constitutional reform has followed the same path: elite negotiations, mediated by external actors, conducted with little systematic knowledge of what citizens themselves consider fair, legitimate, or workable.\n\nCONSENT BiH starts from a different premise.
