AFI and its partners, including the University of Luxembourg co-hosted\u00a0three side events<\/a>, two of which were held in the Luxembourg pavilion,\u00a0at COP30 in Bel\u00e9m, Brazil, spotlighting the crucial role financial policymakers play in driving an inclusive green transition. The sessions brought together regulators, central banks, funders and financial experts to share insights on making\u00a0Inclusive Green Finance (IGF)<\/a>\u00a0more accessible and effective.<\/p>\n\n\n\n

\u201cToday, more than 70 central banks and financial regulators from developing economies are working together to advance Inclusive Green Finance,\u201d said AFI CEO, Alfred Hannig. \u201cBy designing climate-smart policies that include green financing mechanisms, AFI\u2019s members are taking the lead on IGF globally \u2013 building the climate resilience of communities and economies\u00a0that are disproportionately hit by climate change.\u201d

Blended and impact finance for an inclusive green transition<\/strong><\/p>\n\n\n\n

On 13 November, AFI, the University of Luxembourg<\/a> and Appui au D\u00e9veloppement Autonome (ADA)<\/a> co-hosted a session on how blended and impact-oriented finance, using public and philanthropic capital to attract private investment, can sustainably fund IGF initiatives.<\/p>\n\n\n\n

\u201cImpact finance can make a targeted contribution to achieving the SDGs,\u201d said Prof. Dirk Zetzsche, ADA Chair in Financial Law at the University of Luxembourg. \u201cIt supports Inclusive Green Finance by using blended finance to channel capital effectively. Our research shows that success depends on having clear impact metrics, focusing on a few key sustainability goals, and ensuring strong cooperation between project partners.\u201d<\/p>\n\n\n\n

Speakers showcased practical examples of financing models that can unlock capital to drive climate-resilient investments for vulnerable populations, particularly MSMEs.<\/p>\n\n\n\n

Aligning climate risk regulation with financial inclusion<\/strong><\/p>\n\n\n\n

On 14 November, AFI, Agence fran\u00e7aise de d\u00e9veloppement (AFD)<\/a> and the University of Luxembourg hosted a panel on inclusive, proportionate climate risk regulation. The event, closely aligned with COP30\u2019s focus on climate justice and adaptation, marked the launch of AFI\u2019s forthcoming knowledge product: <\/a><\/a>Enabling Green Transition Through Inclusive Green Finance and Proportional Sustainable Finance Standards<\/em><\/a><\/em>, developed by its Inclusive Green Finance<\/a> and Global Standards and Proportionality<\/a> Working Groups.<\/p>\n\n\n\n

\u201cEnsuring proportionality in financial regulation, including in climate risk disclosures, is essential,\u201d stressed AFD\u2019s Brazil Deputy Head, L\u00e9o Gaborit. \u201cWe see an important role for central banks in this context.\u201d<\/p>\n\n\n\n

Claudio Filgueiras, Head of Rural Credit at the Central Bank of Brazil (BCB)<\/a>, confirmed this, noting BCB\u2019s key role in collecting and sharing comprehensive data on \u201cenvironmental risks and vulnerabilities\u201d to guide financial institutions in their green finance efforts.<\/p>\n\n\n\n

Together, the three events highlighted the pivotal role IGF plays in ensuring that climate action supports, rather than sidelines, vulnerable communities.<\/p>\n\n\n\n

\u201cThis is the first time AFI has been invited to host three side events at COP,\u201d highlighted AFI\u2019s Head of Inclusive Green Finance, Johanna Nyman. \u201cThis reflects the growing importance global stakeholders are placing on Inclusive Green Finance within the broader climate finance agenda.\u201d<\/p>\n\n\n\n

COP30 also marked AFI\u2019s first year as an official observer to the United Nations Framework Convention on Climate Change (UNFCCC), allowing the organisation to follow negotiations, support transparency and contribute technical expertise directly to the process.<\/p>\n\n\n
