Join us on Monday 18 December 2023 for the Tangier Statute Centenary Conference! This hybrid event will bring together academics from both sides of the Mediterranean to discuss the International Zone of Tangier (1925-1956), colonialism, internationalism, and European integration.<\/p>\n\n\n\n

Abstract – EN<\/strong><\/p>\n\n\n\n

Bringing together scholars from both sides of the Mediterranean, this conference aims to renew interest in the International Zone of Tangier (1925\u201356). It will take place 100 years to the day after France, Spain, and the United Kingdom signed the Zone\u2019s constitutive treaty, known as the Tangier Zone Statute. The agreement, which was later joined by Sweden, Belgium, the Netherlands, Portugal, and Italy, subjected Tangier to a special regime: although nominally an integral part of Morocco, the city and its surroundings were to a large extent subject to the joint administration of Western powers. This regime, which has been variously described as \u2018shared colonialism\u2019 (Daniela Hettstedt) or \u2018unequal federal integration\u2019 (Paul Reuter), was deeply problematic. It shared the discriminatory premise of colonialism, disregarded Moroccans\u2019 aspirations to independence, and even hampered the city\u2019s economic development rather than fostering it. And yet, the Zone\u2019s multinational institutional arrangements, its experience of legal pluralism and treaty-based constitutional rights, as well as its reliance on tax evasion schemes, are certainly worthy of scholarly interest and investigation. Considering that they served as an inspiration for post-WWII endeavours of global and regional integration and governance, they are also of interest to a broader 21th century audience.<\/em><\/p>\n\n\n\n

R\u00e9unissant des chercheurs des deux rives de la M\u00e9diterran\u00e9e, cette conf\u00e9rence vise \u00e0 renouveler l’int\u00e9r\u00eat pour la Zone internationale de Tanger (1925-1956). Elle aura lieu 100 ans jour pour jour apr\u00e8s la signature par la France, l\u2019Espagne et le Royaume-Uni du trait\u00e9 constitutif de la zone, le Statut de la Zone de Tanger. Cet accord, rejoint plus tard par la suite la Su\u00e8de, la Belgique, les Pays-Bas, le Portugal et l\u2019Italie, soumettait Tanger \u00e0 un r\u00e9gime particulier : bien que faisant formellement partie int\u00e9grante du Maroc, la ville et ses environs furent dans une large mesure soumis \u00e0 l\u2019administration conjointe des puissances occidentales. Ce r\u00e9gime, qui a \u00e9t\u00e9 qualifi\u00e9 de \u00ab colonialisme partag\u00e9 \u00bb (Daniela Hettstedt) ou d\u2019\u00ab int\u00e9gration f\u00e9d\u00e9rale in\u00e9galitaire \u00bb (Paul Reuter), \u00e9tait profond\u00e9ment probl\u00e9matique. Il partageait les pr\u00e9misses discriminatoires du colonialisme, ne tenait pas compte des aspirations des Marocains \u00e0 l\u2019ind\u00e9pendance et entravait m\u00eame le d\u00e9veloppement \u00e9conomique de la ville au lieu de le favoriser. Pourtant, les arrangements institutionnels multinationaux de la zone, son exp\u00e9rience du pluralisme juridique et des droits constitutionnels fond\u00e9s sur des trait\u00e9s, ainsi que sa d\u00e9pendance \u00e0 l\u2019\u00e9gard des syst\u00e8mes d\u2019\u00e9vasion fiscale, sont certainement dignes d\u2019int\u00e9r\u00eat et d\u2019investigation scientifiques. Toutefois, \u00e9tant que la Zone internationale de Tanger constitua \u00e9galement une source d\u2019inspiration pour les efforts d\u2019int\u00e9gration et de gouvernance mondiale et r\u00e9gionale apr\u00e8s la Seconde Guerre mondiale, elle rev\u00eat \u00e9galement un int\u00e9r\u00eat pour un public contemporain plus large.<\/em><\/p>\n\n\n\n
