His thesis on the topic of \u201c<strong><i>Unlawful Content Online: Towards A New Regulatory Framework\u00a0For Online Platforms\u201d <\/i><\/strong>and related presentation fully met the jury\u2019s expectations and criteria.<\/p><p>His doctoral thesis, conducted under the supervision of Prof. <a href=\"https:\/\/wwwen.uni.lu\/recherche\/fdef\/dl\/people\/mark_cole\" target=\"_self\" title=\"\" rel=\"noopener\">Mark Cole<\/a>, questions whether online platforms should be held responsible to a larger degree for the ongoing dissemination of illegal content on the internet, and examines a number of problematic areas where EU legislators and courts are reaching their limits under current laws. It proposes ways of how social media networks and online marketplaces could be integrated more adequately and effectively in our efforts to making the internet a fairer and safer place.<\/p><p>In December 2016, Carsten Ullrich\u00a0joined as doctoral candidate the Doctoral Training Unit\u00a0on Enforcement in Multi-Level Regulatory Systems (DTU REMS), a joint research programme of the Faculty of Law, Economics and Finance (FDEF), the Faculty of Humanities, Education and Social Sciences (FHSE) and the Max Planck Institute Luxembourg for Procedural Law (MPI Luxembourg), focusing on the way\u00a0enforcement in multi-level regulatory systems\u00a0is designed in view of specific enforcement challenges in a number of specific policy areas such as banking &#038; financial law, IT &#038; satellite communications law, international trade &#038; investment law, and dispute resolution.<\/p><figure class=\"wp-block-dev4-reusable-blocks-image  object-fit--contain\">\n    \n<img decoding=\"async\" class=\"wp-block-image unilux-custom-image-block\"\n                alt=\"\"\n            src=\"https:\/\/www.uni.lu\/wp-content\/uploads\/sites\/9\/2023\/07\/tarrach_510.jpg\"\n                srcset=\"https:\/\/www.uni.lu\/wp-content\/uploads\/sites\/9\/2023\/07\/tarrach_510-300x176.jpg 300w, https:\/\/www.uni.lu\/wp-content\/uploads\/sites\/9\/2023\/07\/tarrach_510.jpg 510w\"\n                style=\"object-position: 50.00% 50.00%; font-family: &quot;object-fit: contain; object-position: 50.00% 50.00%;&quot;; aspect-ratio: 16\/9; object-fit: contain; width: 100%;\"\n        loading=\"lazy\"\n\/>            <p class=\"wp-block-dev4-reusable-blocks-image-caption\">\n            De g. \u00e0 d.: St\u00e9phane Pallage (recteur UNILU), Alexandra Da Silva (vice-pr\u00e9sidente de la Fondation Luis y Antonio Portabella), Carsten Ullrich (laur\u00e9at 2021), Rolf Tarrach (pr\u00e9sident des Amis de l&#8217;UNILU &amp; recteur \u00e9m\u00e9rite)        <\/p>\n    <\/figure><p>Carsten Ullrich has 21 years of professional work experience, including eight years spent at Amazon in Luxembourg and London as a senior manager in several regulatory and compliance functions, and in fraud detection.
