Your situation
- You want to apply for a Master’s programme
- You are a non-EU citizen without a Luxembourg residence permit
- You have an EU, EEA or Swiss Bachelor diploma (recognised under the Bologna process)
Your criteria
-
Diploma
Your Bachelor’s degree is accepted by the University provided that it meets the eligibility criteria of the chosen program and the recognition conditions established by the Bologna process (180 ECTS, level 6 of the European Qualifications Framework).
You must have completed your Bachelor’s degree and hold at least a certificate of achievement in order to apply. Applicants who graduate or receive their certificate of achievement after the application deadline are not eligible for admission in that application cycle.
-
Proof of Language Skills
All applicants must demonstrate the required level of competence in all teaching languages of their chosen programme. Language requirements for each programme, based on the Common European Framework of Reference for Languages (CEFR), are listed on the dedicated programme web page. If multiple languages are listed, this indicates that the programme is multilingual, and applicants must provide proof of competence in all listed languages, unless stated otherwise.
Applicants who do not meet the required language level for all teaching languages before the application deadline are not eligible for admission in that application cycle.

Residence permit
If your application is accepted, your admission letter sent by email will outline the next steps. You will need to apply for a temporary authorisation to stay from the Ministry of Home Affairs – General Department of Immigration. Your complete file must reach the ministry by postal mail before 1 July.
To apply for a temporary authorisation to stay, candidates must show proof of sufficient financial resources to cover living expenses and return travel costs. According to the Ministry of Home Affairs – General Department of Immigration, monthly resources must equal at least 80 % of the current social inclusion income. For 2025, the total financial resources required are at least €18,211 per academic year, or a minimum of €1,517 per month (this amount may increase if social parameters change).
If your application is accepted, you will be required to provide an extract from your criminal record as part of the immigration procedure. We strongly recommend requesting this document from your country of residence in advance, so that it does not delay your immigration procedure. We advise requesting it no later than the beginning of April, even if you have not yet received your admission decision.
To finalize your enrolment, you will need to present yourself at the Admission Office with your temporary authorisation to stay upon your arrival in Luxembourg, and no later than 15 November of the academic year. The final admission letter will then be issued, including the tuition fees and health insurance contributions to be paid.
-
Tuition fees
The University of Luxembourg does not charge separate tuition fees for international students. Tuition fees for each programme are listed on the dedicated programme web page. However, international students are required to be affiliated with the Luxembourgish social security system, which will increase the total costs you need to account for.

If You Cannot Complete Your Enrolment
Please note that incomplete enrolments cannot be deferred to future academic years. If you cannot finalize your enrolment, you will need to restart the admission process with a new student ID number and upload all required documents again. Your new application will be subject to the rules in force at that time, including application fees and eligibility criteria.
Acceptance of an application for one academic year does not guarantee acceptance in future years.
